Toilet Voucher Incentive Program

The Toilet Voucher Incentive Program is a voucher program where the customer takes the voucher to the store for a “point-of purchase” discount. This program offers $100 per toilet to replace existing high-flow toilets with high-efficiency models. Toilets made before 1985 use between 5 and 7 gallons per flush (gpf).  Those made between 1985 and 1991 use 3.5 gpf.  The high-efficiency toilets (HET) use 1.28 gpf or are dual flush — that means replacing your old toilet with a newer model can yield a water savings of more than 60% with every flush.

Who is eligible? Any Orange County Utilities residential water customers who want to replace an old, 3.5 gpf (or more) toilet with an approved  high-efficiency toilet (1.28 gpf or less) are eligible.  Each customer may receive up to two vouchers to replace toilets in their home.

When is this program available? The program is now accepting applications. It will continue until the program runs out of funds.

  • Use a trash can for paper waste instead of the toilet.
  • Check for toilet leaks by adding food coloring to the tank. If you have a leak, the color will appear in the bowl within 30 minutes. Flush immediately to avoid stains.
  • If the toilet handle frequently sticks in the flush position, letting water run constantly, replace or adjust it.
  • Install a toilet displacement device to reduce the amount of water needed per flush. These devices are available at most hardware and home improvement centers. Be sure installation does not interfere with the operating parts.
